Abstract
Development as an effective tool for urban management ensured that the persistent growth and management of settlements could be such that made for orderliness and improved settlement. It also ensured that the environmental problems arising from settlement and growth could be reduced to a bearable level. Development
control required special skills as a result of the daily issues the authorities were plagued with, which was referred to the absolute size and rate of increase of these settlements and the challenges of
the task involved. The issues range from non-implementation of planning laws, political intervention and manipulation by government functionaries and poor monitoring of planning
schemes. The article adopted the doctrinal research methodology. The article highlighted the concept of development control mechanisms for producing a conducive, safe and healthy
environment for all Nigerians. The findings revealed the lawlessness of unplanned physical development and haphazard development in the environment. The article suggested the ability to realize positive results in the course of enforcement. The laws that would satisfy both private and public interest needed to be harmonized.
